I thought I read of an exploit by which you could dec, immediately retract, and have the 24 hour 'still at war' period kick in and allow immediate fighting. I wasn't really paying attention to the thread, though, so it might be a load of crap.

I don't have a huge amount of experience with it yet, but in my opinion blockade running is all about speed.. making it into warp before they can react or making it back to the gate if they do pin you down. The +2 is just insurance. So I use inert...
